<p>Explaining the variations of political corruption across the nation is complicated, but an achievable objective. During 1996, the members states of the Organization of American States (OAS) commissioned the Inter-American Convention Against Corruption and in 1997, the Organization of Economic Cooperation and Development (OECD) approved a convention that criminalize the bribery abroad by enterprises located in OECD countries. A series of administrative reforms, undertaken by politicians in a few African states, aimed at reducing the incidence of corrupt transactions by their governments. Multilateral lending institutions, like the <a href="https://enet.iadb.org/jobs/siprog.asp">Inter-American Development Bank</a> and the World Bank announced to the world their commitments to combat corruption in development assistance programs.</p>
<p>The emergence of a consensus and collaborations in the development community that pervasive corruption represents both an impediment to sustained economic development and a threat to newly established democratic regimes is a testimony to these actions. Although an early study argues the bribery facilitates economic development by expediting project approvals, a later study revealed and demonstrates corruption depresses investments more than it facilitates project approvals. The <a href="http://www.politicalcorruption.co.uk">political corruption</a> on economic growth therefore has a negative effect. Plus, there are several case studies demonstrating that corruption threatens the legitimacy of newly created democratic regimes. It is this reason for controlling or hampering corruption to reduce its anti-development effects.</p>
<p>So, armed and motivated with a desire to aid reformers to curb corruption, <a href="http://www.unesco.org/most/brochur3.htm">social scientists</a> have, for the past 30 years, tried to understand its causes and provide guides for its control. They have focused their research of the immediate institutional circumstances that give rise to political corruption. This body of research has identified a set of bureaucratic arrangements that facilitate corrupt activities. Reforms are now being implemented to reduce bureaucracy and curtail corruption.</p>

<p>Following the September 11, 2001 terrorist attacks on the<a href="http://www.nyc.gov/portal/site/nycgov/?front_door=true"> city of New York</a>,   efforts nationally and internationally were successful in the fight against <a href="http://www.terroristfinancing.net">terrorist financing</a>.  However since that time the momentum has slowed down and is causing concern to those involved in the anti-corruption agencies of the world.  The problem comes from the success, ironically enough.  Standard means of money laundering were thwarted through investigations and amendments to the policies and procedures of the financial institutes of the world.  The financial institutions just did their jobs and they did them well.</p>
<p>This has served to cause the way in which terrorism cells and those who fund them are working.  Many rely on the donations of private citizens and organizations, transactions that are subversive and almost impossible to track.  Other criminal activities involving cash transactions such as the productions and distribution of illegal drugs is becoming commonplace.  And the use of informal financial institutions and methods as those of the <a href="http://www.interpol.int/Public/FinancialCrime/MoneyLaundering/Hawala/default.asp">hawala</a>, sit outside the realm of the international financial systems and thus manage avoid regulation and detection.  The private sector along with the governments of the countries of the world need not think that it is now time to relax, for the work in uncovering the subversive methods of terrorist financing is just beginning.</p>
<p>The cooperation and the willingness to participate in the fight to bring terrorists down that was so evident immediately following 9/11, must be restored.  The continued effort to end the criminal activities of those involved in corruption on such a large scale as that of<a href="http://www.terrorism.com/"> terrorism</a> must be recognized if the citizens of the world are ever to be free from the threat of harm and fear.  The trouble is before the threat was so clear, so obvious, and now it is hard to see.  Lying under the surface so deep that it seems futile.  But this must serve to inspire those in government to work more diligently and wholeheartedly and the future of the world depends on it.</p>

<p>A well-known business man and family patriarch when into court in Singapore last week, fighting his removal as chairman of the company he created.  Mr.Thio Keng Poon has spent the last forty-six years nurturing the <a href="http://travelmalaysiaguide.com/">Malaysia</a> Dairy Industry.  He created the company, and then brought it to where it is today, a company that began with one million dollar yearly profits, to more than the 800 million that the company profits to date.  He began with the philosophy that only healthy products would be produced in his company, a dairy company that specializes in organic milk, yogurt and juice drinks.  For half a century, his company has provided healthy products to most of <a href="http://www.nationalgeographic.com/adventure/0210/trips_33_seasia.html">Southeast Asia</a>.</p>
<p>Two years ago his family accused him of double charging travel expenses.  There is evidence that he charged multiple times for stays in <a href="http://www.topsingaporehotels.com">top Singapore hotels</a>, as well as double charging for plane tickets.  When questioned about it then, he responded that he had mis-placed many of the invoices and receipts.  He stated that by estimating what he had spent, and the fact that he was traveling with a companion which doubled expenses, that the amount he was reimbursed by submitting the air-fair sum twice, was actually less than he had spent originally.  He has since been removed as head of the company by his six children, and his wife, who is non too happy about Thio&#8217;s female traveling companion. </p>
<p>A few years ago, Mr. Thio did transfer most of his shares and company stock to his wife and children.  But it was his understanding, that even in given up financial control, he would still be the one calling the shots and making the financial and business decisions.  He was called into question for a sum of money he had paid to himself, consulting fees for two of the four companies.  And while the attorney for the defense stated that Thio had signed a contract releasing control, he contends again, that even though the shares are now in his son&#8217;s names, they were his to begin with, he gave gave shares to his sons, worth millions of dollars, but did not give up his company.  Along with attempting to save his company, Mr. Thio stated that he just did not understand the treatment given to him by his sons.  That he was taught about life and brought up by the old tradition of family loyalty, passed down to him by his father.  He states that he just expected his children would continue to treat with same respect that he showed his father.  His trial is expected to continue through April, 2009.</p>
